If there is a number or a syllable next to the quotation when it appears in the sentence then it is a quote from that person. Usually the writer will reference it if it is by saying a quote by MLK or something.Is a footnote about the direct saying of someone in quatation marks or just a sentence of that person?
I believe that it is a reference at the bottom of the page (hence ';foot note) to a sentence not a qoute.
